The Southern African Power Pool (SAPP) was created in August 1995. SAPP has seventeen members from twelve member countries including national utilities, transmission companies and independent generators. SAPP established the Short-Term Energy Market in April 2001. From January 2004, SAPP started the development of a competitive electricity market for the SADC region.

The Day-ahead Market (DAM) matches buyers and sellers in hourly intervals for settlement the following day. The DAM has historically been the largest SAPP market accounting for at least 50% of total turnover.
