Needs a of something like .title('Per Capita Budget in millions of dollars') to add a more descriptive name to the x axis to explain what the 500,1000,1500 is keyed too.

Thanks for the suggestion, agree this chart is not that readable yet! This was just a rough sketch for exploratory purposes; for a graphic intended for publication/sharing you'd definitely want to give readers a lot more detail about the data & what they're looking at, as you note :)
