can we do this on a log access so we can see the smaller bars more easily?

log scale could solve it, but I worry that the inactive -> inactive flow is large, growing and probably an underestimate, so i'm leaning strongly to just not visualising it next to the other flows, which can be cross-compared... am exploring here https://observablehq.com/d/49101c9969c50f49
