From this graph, it's clear that some wards have response times that regularly fall above monthly averages (for Tower Hamlets). These include Blackwall and Cubitt Town, Bow East, Bow West, Bromley North, Bromley South, and so on. There are also wards that regularly have response times lower than the borough's monthly average. These include Bethnal Green, Canary Wharf, Shadwell, Spitalfields and Banglatown, and so on.

It's notable that most wards don't seem to have big changes over time.
