In particular, we wanted to see if the LTNs have impacted fire service response times in Tower Hamlets. The initial analysis was conducted in 2022. We have since updated it at the end of summer 2024 to take account of subsequent releases of data. ### How we did it We've based our analysis on Tower Hamlets' LTNs being operational from 1st June 2021 — though some of the new road layouts were being modified well after this date. We looked at overall response times across the borough, but concentrated our attention on those wards where LTNs have been installed: *Bow West*, *Spitalfields and Banglatown*, *St Katherine's and Wapping*, and *St Peter's and Weavers*. For the data and analysis, we used LFB's response to our Freedom of Information request (PDF) and LFB's own response-time records publicly available at the [London Data Store](https://data.london.gov.uk/dataset/london-fire-brigade-incident-records). Altogether, the available response time data starts from 1 Jan 2019 and runs to 31 August 2024. *Disclaimer: This analysis was done by volunteers working with the [Save Our Safer Streets campaign](https://heartbg.uk). Where possible, we've sought advice and comment from third parties with relevant experience or expertise. We ask that Tower Hamlets council undertake professional and verified analysis to understand the impacts of the LTNs and to determine the borough's needs and how best to serve its communities.*33:T42b,responseTimesPlot = Plot.plot({ color: { type: "categorical", //legend: true, domain: ["Before-6-month", "Before", "After", "After-6-month"], range: ["dark-gray", "dark-gray", "green", "green"] //tickFormat: (d) => d.split("-")[0] //scheme: "grays", }, x: { type: "time", label: "time and day of emergency services call →", grid: true, thresholds: "d3.utcMonth", tickFormat: d3.utcFormat("%b %y") }, y: { type: "utc", //domain: [0,1200000], tickFormat: d3.utcFormat("%M:%S"), label: "↑ response times (mins:secs)" }, marks: [ // Response times before LTNs were operational Plot.dot(responseTimes, { x: "utcTimeOfCall", y: "ResponseTime-millisecs", //filter: (d) => +d.Month < +operationalDate, r: 1, fillOpacity: 0.4, fill: "Period" }), // Average reponse time Plot.ruleY([meanResposeTimeMS], {stroke: "red", strokeOpacity: 0.5, strokeWidth: 2, inset:17}), ], insetBottom: 20, marginBottom: 50, height: 480, inset: 20 })34:T6f7,meanResponseTimesPlot = Plot.plot({ x: { type: "time", label: "month →", grid: true, thresholds: "d3.utcMonth", tickFormat: d3.utcFormat("%b %y") }, y: { type: "time", domain: [0,380000], tickFormat: d3.utcFormat("%M:%S"), label: "↑ average response times (mins:secs)" }, marks: [ Plot.line( responseTimes, Plot.binX( { y: "mean" }, { x: "utcTimeOfCall", y: "ResponseTime-millisecs", //fill: "black", strokeOpacity: 0.4, strokeWeight: 0.1, stroke: "black", thresholds: d3.utcMonth } ) ), //Plot.dot(E2ResponseTimes, Plot.binX({ y: "mean" }, {x: "utcTimeOfCall", y: "ResponseTime-millisecs", fill: "red", fillOpacity: 0.4, thresholds: d3.utcMonth})), // plotting average response times before the LTNs were operational Plot.dot( responseTimes, Plot.binX( { y: "mean" }, { x: "utcTimeOfCall", y: "ResponseTime-millisecs", filter: (d) => d.WardName === wardMonthAverage && +d.Month < +operationalDate, fill: "red", fillOpacity: 0.3, thresholds: d3.utcMonth } ) ), // Plotting verage response times after the LTNs were operational Plot.dot( responseTimes, Plot.binX( { y: "mean" }, { x: "utcTimeOfCall", y: "ResponseTime-millisecs", filter: (d) => d.WardName === wardMonthAverage && +d.Month >= +operationalDate, fill: "red", fillOpacity: 1, thresholds: d3.utcMonth } ) ), ], //marginLeft: 100, width: 640, height: 480, inset: 20, insetBottom: 20, marginBottom: 50 })35:T54e,

Key Results

On average, fire appliance response times fall by 16 seconds after the new road layouts: We compared periods before and after the LTN installations. We found the average reponse time for wards with LTNs fell by 16 seconds or by 5% of the borough's overall response time.\n

\n\n

Looking at individual wards with LTNs, there are no statistically significant changes in fire appliance response times: In each ward where LTNs have been installed, we used a test known as a t-test to check whether there were statistical differences between periods before and after the LTNs . The results of this analysis indicate there were no statistical differences in response times. In other words, LTNs did not lead to increases in fire appliance response times.
