Using this data, we analysed response times in the E2 district, where road changes have been made to [*Arnold Circus*](https://goo.gl/maps/nBEUSrePgZCaiqSo8), [*Barnet Grove*](https://goo.gl/maps/mFEyjG5Ur6aJiY3m9), [*Old Bethnal Green Road*](https://goo.gl/maps/g1c7QJnSNgFYVJS78), [*Columbia Road*](https://goo.gl/maps/aqU8hfciGSNH3hjD8) and [*Wellington Row*](https://goo.gl/maps/K5hhqaj7UwUFpjAr6).^{[1](#cell-1142)} *Disclaimers: This analysis was done by volunteers working with the [Save Our Safer Streets campaign](https://heartbg.uk). Where possible, we've sought advice and comment from third parties with relevant experience or expertise. We ask that Tower Hamlets council undertake professional and verified analysis to understand the impacts of the LTNs and to determine the borough's needs and how best to serve its communities.* *The data provided from the London Ambulance Service represent averages per month rather than response times to individual callouts ([unlike the data we used for the fire services analysis](https://i.heartbg.uk/LFB-response-time-analysis)). Thus, the analysis we've conducted must be seen as more partial and the conclusions we can draw provisional. In particular we aren't able to look at whether observed trends are statistically significant. However, the data available suggests the LTNs are not impacting ambulance response times.*34:T5d1,

Key Results

Category 1 response times remain stable after the installation of E2's LTNs : When we compare category 1 ambulance response times in the postcode areas associated with the E2 LTNs, we see ambulance response times falling after the LTN installations. There are falls in all these E2 areas—between 4 seconds (E2 0) and 92 seconds (E2 7).

Overall, with small variations in response times since the E2 LTNs (in aggregate, a reduction of 38 seconds vs 37 seconds for Tower Hamlets as a whole), it is unlikely that the new road layouts have had an adverse impact on category 1 ambulance responses.

Category 2 response times in the E2 LTN areas are comparable with Tower Hamlets as a whole: Category 2 response times increased across Tower Hamlets from March 2020. However, response times in the areas associated with the E2 LTNs were not as badly impacted as Tower Hamlets as a whole. In aggregate, the Tower Hamlets response times rose by 22 minutes, 8 seconds. For the E2 LTN areas the rise was 20 minutes, 47 seconds.

With marginal differences between the LTN areas and Tower Hamlets as a whole, it is unlikely that the new road layouts adversely impacted category 2 ambulance response times.

37:T494,## Comparisons before and after the new road layouts To see whether the LTNs have impacted ambulance response times, we want to compare the response times before and after they were installed in the five E2 postcode areas. > __In summary, for the E2 postcode areas near to the LTNs, we can say category 1 responses fell after the LTNs were installed. For category 2 calls, response times increased but the increases were comparable to the increases seen in Tower Hamlets as a whole.__ We've based our analysis on Tower Hamlets' LTNs being operational from 1st June 2021 (though some of the new road layouts were being modified well after this date). Comparisons were thus made between the average response times in like-for-like periods before and after June 2021. Specifically, we compared the ambulance service data between Dec 2019 to May 2020 and Dec 2021 to May 2022. We chose these periods so that we could analyse data from the six months prior to the beginning of work on the LTN scheme. We analysed data from five postcode areas in the E2 postcode district and for Tower Hamlets as a whole. The comparisons were broken down into category 1 and 2 responses.38:T9a3,
