vega-tooltip is throwing a `TypeError: Decoding failed`. If you dropped the pinned version, it will work.

Thanks! I'm not able to replicate, as I'm not seeing tooltip errors in VL API notebooks at the moment. Can you provide a more detailed explanation? (And maybe try to reload / clear caches first just to be safe?)

I was able to clear up the issue by clearing my browser's cookies, site data and cache. ¯\_(ツ)_/¯
