Union County, Oregon: Water data

compiled by Peter Donovan for the Union Co. SWCD

Water is a substance, subject to scarcity (drought, insufficient water in wells and ditches) and overabundance (flood). But it also cycles, driven by sunlight energy changing water from solid to liquid to gas and back again, depending on temperature, pressure, on the condition of soil surfaces, and on condensation nuclei for cloud formation.

Three things can happen to a raindrop: it can run off, it can infiltrate into soil, or it can evaporate or be transpired. These happen in various sequences and combinations depending on the surfaces, soil porosity and aggregation, conditions, pressure, and temperature. Plants can have a lot to do with this.

Below is a sampling of some available data on water and water cycling in Union County. This is a work in progress.

1. Runoff, streamflow

To SHIFT DATE RANGE for CHARTS: Drag the left or right edges of the small gray rectangle atop the timeline to shift date ranges on streamflow and weather charts below. Allow time for remote server to process the change.4a:T618,chart = Plot.plot({ x: { label: "month" // tickFormat: "" // domain: limitsCath || undefined }, y: { label: "inches" }, grid: true, color: { legend: true }, title: md`

OpenET Example: Monthly inches of
evapotranspiration and precipitation at an irrigated location in the Grande Ronde valley.

`, caption: md`ET figures from Open ET (Ensemble model), precip from Gridded Surface Meteorological dataset. Each dot placed at the first of the month represents the total for the whole month.
Precipitation is water that falls down, evapotranspiration (ET, evaporation plus plant transpiration) is what goes back up as vapor. In vegetated areas, ET reflects plant growth, which is seasonal. Monthly differences between precipitation and ET likely reflect loss or gain of soil moisture, runoff, infiltration to groundwater, or irrigation.`, height: 500, width, marginLeft: 50, marks: [ Plot.ruleY([0]), Plot.lineY(formatDates(openETatPoint), { x: "date", y: "pr", stroke: "blue", tip: true }), Plot.lineY(formatDates(openETatPoint), { x: "date", y: "et", stroke: "orange", tip: true }), Plot.dotY(formatDates(openETatPoint), { r: 3, stroke: "black", fill: "orange", x: "date", y: "et" }), Plot.dotY(formatDates(openETatPoint), { r: 3, stroke: "black", fill: "blue", x: "date", y: "pr" }) ] })4b:T7a6,

4. Groundwater

Oregon Water Resources Dept. has prepared a general as well as detailed **groundwater characterization** (January 2019) for the upper Grande Ronde basin that is on the Union County website (opens in new tab):

https://union-county.org/wp-content/uploads/2021/03/Characterization-of-Groundwater-in-the-Upper-Grande-Ronde-Basin.pdf. Key findings include:

Groundwater supplies are controlled by recharge, available storage, and discharge within the basin and groundwater interflow between the two major aquifer systems, as well as the underlying geologic structure of the basin
Groundwater pumping, especially from the alluvial system, captures some natural groundwater discharge, and has the potential to reduce flows in hydraulically connected streams/rivers
Water levels are declining in both aquifer systems, though most notably in the volcanic aquifer system
New allocations of groundwater from the alluvial aquifer may occur if an approved approach to mitigation is established
The lack of spatially distributed water level data, as well as data over time, prevents a more complete understanding of characteristics of the aquifers

see also Oregon Dept. of Water Resources **groundwater mapping tool** linked below. Wells with hydrographs (charts of water levels over time) are shown as blue dots on this map, and by clicking on them you can access hydrographs, well logs, and more.

The gauge on the Grande Ronde at Troy is USGS, from 1944, and the data is fetched via an API call below. The Bureau of Reclamation gauge at Pierce Lane has recorded gauge height only, every 15 minutes, since August 2013, but it stopped recording data in April 2025: https://www.usbr.gov/pn-bin/instant.pl?station=gplo&format=html&year=2013&month=08&day=27&year=2023&month=12&day=7&pcode=gh ## Precipitation and weather data are from Agrimet stations in Imbler (station code imbo, from 1994), North Powder (station code nopo, from 2022).
