This places can also be used as incubators, hacker/makers/coworking spaces, etc. ### Local treasuries and budgets Communities are an opportunity to further decentralize the relay chain's treasury or part of it as it can be split geographically into multiple local/regional treasuries. Alternatively communities could be given a quarterly/annual budget based on their level, size and/or the amount of PMU it has accumulated. ### Local infrastructure Embassies can host hardware/software infrastructure like blockchain nodes or Matrix servers that provide even greater autonomy and decentralizarion to the local community. ### Autonomous commercial communities The Federation is an extract and adaptation of the [Local Incentives Protocol](https://virto.network/docs/whitepaper) of the Virto Network where *autonomous commercial communities* are also defined to allow people with a common economic activity to form on-chain cooperatives where they can trade real-world products and services securely while contributing local taxes that further empower members of the local communities.37:T51b,function renderCells(map) { const [regionIds, comparator] = getVisibleRegions(map); if (regionIds.size == 0) return; let features = regions[selection.src].features.filter((r, i) => { r.properties.regionId = i + ''; // give unique index to original dataset for consistent coloring return regionIds.has(r.properties[comparator]) }); const hexes = features.map(f => { let cells = geojson2h3.featureToH3Set(f, selection.res); if (selection.compact) cells = h3.compact(cells); return [f.properties.regionId, cells]; }); features = { type: 'FeatureCollection', features: hexes.flatMap(([regionId, region]) => region.map(cellId => { const feature = { type: 'Feature', properties: { cellId, regionId }, geometry: { type: 'Polygon', coordinates: [h3.h3ToGeoBoundary(cellId, true)] } }; fixTransmeridian(feature); return feature; }) ) }; const cellColors = hexes.flatMap(([i]) => { const [r, g, b] = pseudoColor(i); return [i, `rgb(${r},${g},${b})`]; }); setMapSource(map, 'cells', features); map.setPaintProperty('cells-layer', 'fill-color', ['match', ['get', 'regionId'], ...cellColors, 'red']); }38:[{"id":"e936da55f6bbd6ee06dc22718ea62c707da3b9c3988138f5737b36e9bec74e630188e2f6ef64d8cd37bae658709484b475fdd395370288362c0702820a044bfc","href":"https://static.observableusercontent.com/files/e936da55f6bbd6ee06dc22718ea62c707da3b9c3988138f5737b36e9bec74e630188e2f6ef64d8cd37bae658709484b475fdd395370288362c0702820a044bfc","name":"continents@2.json","type":"application/json","lastModified":1669969891914.896,"size":463410},{"id":"92f511eff8b38a1d20f841353bee8f1d5f9cef1b2adf4d487bec016cb9acc66496cb33404c3952ba7feea8460a81086831d94686ac5166eb11ec2f9f0006a790","href":"https://static.observableusercontent.com/files/92f511eff8b38a1d20f841353bee8f1d5f9cef1b2adf4d487bec016cb9acc66496cb33404c3952ba7feea8460a81086831d94686ac5166eb11ec2f9f0006a790","name":"ambassadors.csv","type":"text/csv","lastModified":1668597124056.493,"size":27929},{"id":"50d31c15911f1b13e22eb0d06e093a2898d334ba2fb1971dd3b8ef5c740cd2454c82743e555c41bfffc2761a9e2911cae6a73a49379b59ae29003f2a383b31c6","href":"https://static.observableusercontent.com/files/50d31c15911f1b13e22eb0d06e093a2898d334ba2fb1971dd3b8ef5c740cd2454c82743e555c41bfffc2761a9e2911cae6a73a49379b59ae29003f2a383b31c6","name":"countries@2.json","type":"application/json","lastModified":1668678829284.555,"size":953403}] 30:{"id":"5c18877e15d49e0e","slug":null,"title":"The Federation (Draft)","thumbnail":"b006e3aad6f6519e894b7c00255604638cc7ba6f050af8ed7dc03d82a3c2db94","access_level":"public","create_time":"$D2022-11-11T10:12:35.938Z","update_time":"$D2022-12-09T07:58:24.972Z","view_time":null,"first_public_time":"$D2022-11-11T10:12:35.938Z","has_unpublished_edits":null,"fork":{"id":"de4b3ba9ef3c540d","slug":"h3-index-inspector","title":"H3 Index Inspector","owner":{"id":"121dc539a6e3e282","login":"nrabinowitz","name":"Nick Rabinowitz"}},"stars":0,"starred":false,"owner":{"type":"team","id":"9c3f066c3f3feb3a","login":"olanod","name":"Daniel","avatar_url":"https://avatars-next.observableusercontent.com/67a6cea412edd7ab1570ef78c97b393c9d6cc857c17aba6e5d5e5951359a7ea4","tier":"starter_2024","bio":""},"version":2233,"publish_version":null,"role":null,"authored":false,"authors":[{"type":"individual","id":"0efc7fca997ee4a2","login":"olanod","name":"Daniel","avatar_url":"https://avatars-next.observableusercontent.com/67a6cea412edd7ab1570ef78c97b393c9d6cc857c17aba6e5d5e5951359a7ea4","tier":null,"bio":""}],"members":[{"type":"individual","id":"0efc7fca997ee4a2","login":"olanod","name":"Daniel","avatar_url":"https://avatars-next.observableusercontent.com/67a6cea412edd7ab1570ef78c97b393c9d6cc857c17aba6e5d5e5951359a7ea4","tier":null,"role":"editor"}],"comments":[{"id":"1872ac8bd853930c","reply_to_id":null,"content":"Can you explain the purpose of managing geo data on chain?
