Is there a way to do it without using gravity? Unlike in the original post it does not always converge

Yes, I was not completely happy with this version so I remade it with simpler rules where each actor moves towards the nearest thing it can win against, and away from the nearest thing that can win against it. It's not completely the same as the original but it gets closer.
