There are two primary sources of climate-specific ODA data: the OECD DAC and the UNFCCC.

The OECD provides climate-specific ODA figures from two perspectives: the ‘donor perspective’ and the ‘recipient perspective’.[^1] Both perspectives use the Rio Marker methodology for bilateral ODA. The Rio Markers were designed to identify activities with either a ‘significant’ or ‘principal’ focus on climate change – either adaptation or mitigation – within the CRS. DAC members are requested to ‘mark’ activities in the CRS with Rio Markers based on a list of criteria and recommendations designed by the OECD (see handbook and guidelines). This data can be used to produce relatively up-to-date bilateral ODA figures going to either adaptation, mitigation or cross-cutting both markers, for all DAC donors.
