AHA moment. Suggestions didn't come up as an option in the top-right "..." until a comment is first added. As a UI/UX issue, recommend 1) Suggest is always visible. 2) If there are no comments, forks, or whatnot, give a "tooltip". It might say `Please make a comment on a section of code first. After that, you can make a suggestion.`
